Ease for donors at risk - payroll deductions

I just heard from my Harvey County United Way and now since started writing this my El Dorado United Way regarding a senate bill that would eliminate all non mandatory deductions from the paychecks of state and school district employees.
My concern on this is the way the bill emerged and then its potentially grave impact on philanthropy. Reducing the ease of giving could potentially create significant losses to programs and services in our areas.
For Harvey county the impact with just district employees would be over $9,000. In our community this is a huge gap that our foundation couldn't meet if donors didn't contribute in an alternative way.
This all happened very quickly last week so wanted to get word out in case you were not aware.
Bill Number - Senate Substitute for House bill 2096
Nutshell Version - Senate bill which would eliminate all non-mandatory deductions from the paychecks of state and school district employees. Started as a move to eliminate union dues. Expanded to include United Way donations. Passed out of committee Thurs and headed to Senate floor for debate/vote either tomorrow (Tues) or Wednesday. THIS BILL HAS SUPPORTERS IN THE SENATE - meaning it could very well be passed back to the House this week.
