Some funding opportunities might be available through the Early Recovery Fund at the Center for Disaster Philanthropy. They are particularly interested in funding any capacity building that might be necessary to address any unmet needs that still exist due to the fires. See "menu" of services their funds support and definitions for the program. As long as you can 'fit in' to one of these categories - they're pretty flexible. They only support 501-c3's or faith base groups. But they can fund a 501-c3 to support a program - such as a county mental health program for example.
